attempt at defiance of the latest Regulation
prohibiting entry or re-entry by the use of
transit visas or some such expedient leading
to a necessity for use of force in a number
of cases. (I am now dealing with one such
case). With this possibility in view and in
the light of Your Lordship's above-quoted
instructions I have considered it wisest to
forward this outspoken petition as providing
means of ventilating what is considered a
grievance which is at least preferable to
open defiance of the law and to a challenge
to the legality of the original order.

Since the above was drafted I have
Lordship's received Your/ telegrams Nos. 770 and 771 and,
as instructed, have notified the Committee in
the sense of the former. The terms of the
petition were not actually published in the
local press and I have not yet been approached regarding publication of Your Lordship's reply.
Should such a request be made I will communicate
further with Your Lordship by telegram, as
354/13139/11/40 desired in Your Lordship's telegram No.771.
